When the fire department learned Rudy would need surgery to fix a torn ACL, officials say it would come between paying $4,000 for Rudy’s leg or taking care of the unit’s other K-9’s. But replacing Rudy would cost up to $12,000, plus the time to train a new K-9 owner.
